The pandemic has given a new, very literal, meaning to the term "dining out." With the governor's latest safety guidelines, restaurants in Multnomah County are not currently allowed to serve customers inside their establishments. They may offer take-out, delivery, or outside dining with physical distancing measures. And with no end date for the restrictions specified, restaurants are investing in ways to keep their customers not just well fed, but also warm and dry.
